The study began in late 2017 as required by NC House Bill 589 and was completed in one year. Co-authors include other members of the Civil, Construction, and Environmental Engineering as well as the Electrical and Computer Engineering, Agriculture &amp; Resource Economics, and Public Administration departments at NC State, North Carolina Central University, the FREEDM Center at NC State, and the NC Clean Energy Technology Center.
